    ​We would like to briefly update you with respect to the status of the Hazel Trembath project. 

    • The site demolition is nearly complete, and we anticipate that this part of the project will be completed shortly. 
    •  A tremendous number of supplies and equipment has begun to arrive at the school, and it is being inventoried and put into classrooms. We have retained a consultant familiar with the District to support us in this work. 
    • Plans are being formulated and finalized at the school level to access SD43 Education Foundation funds to support our students.  
    • We are still waiting to hear back from the insurer about the playground options that we have provided to them earlier this calendar year.
    • Work on the Project Development Report continues, and its planned submission to the Ministry of Education and Childcare is on schedule.  
    • As per Ministry guidance, the district must follow regular process and place the Hazel Trembath project on our Capital Plan submission, which is due in June, for the Ministry to evaluate. The district continues to communicate the importance of this project to the district and the community. 

     

    The School District 43 Board of Education remains committed to finding a solution for the students and community of Hazel Trembath Elementary. The board and district staff continue to complete each step necessary to bring forward to the Ministry. Updates will continue to be provided as they become available.

    School Identity

    If additions were to be built at a neighbouring school, Hazel students would be amalgamated into the new school community and be part of that school, treated as all other students.

    Options

    A hybrid model would consist of both traditional and prefab construction methods.  Typically, new school buildings are two or more floors as they are more efficient and cost effective to construct.  A hybrid model will likely take less time and will be less expensive to build but the exact schedule and cost difference will not be fully known until the business case is complete.  The Ministry is presently funding pilot projects for prefabricated/modular structures.  The school district was awarded one of the pilots for a ten-room detached addition at Scott Creek Middle School which has just begun construction.

    The prefabricated additions are separate buildings typically only attached by a breezeway from the existing building and the new structure.

    Enrolment

    The business case will use the current student enrolment.

    Ministry

    All three options will be provided to the Ministry as per their request. Community sentiment will be included in the business case. The business case is a highly detailed document which must include specific costing parameters. It needs to be realistic and accurate and as such takes time to create with multiple consultants and significant research. The business case should be submitted towards the end of the school year and the construction timelines are based on starting the project after approval.

    Catchment

    Should additions be the approved option, a catchment area re-alignment would occur, and there would be an opportunity for community input. It is too early to indicate what the proposal would be, but many factors are involved in deciding where to draw catchment area boundaries.  Siblings will remain together.

    Daycare

    All the option proposals will include space for childcare.

    Foundation Donations

    Most people and businesses who donated to the Foundation did so to support the student's family and staff at Hazel Trembath. Funds can be used to augment supplies and support future programming, and some may be elected to be held for non-funded aspects of new construction.

    Insurance

    The insurance is a provincially self-funded insurance. Ultimately it is Provincial money which pays for the demolition of the old school, new construction & replacement of supplies.

    • ​On Feb 15th a national company will be providing a donation to Hazel Trembath which will benefit the community.  Stay tuned for this surprise announcement!
    • Work continues on finding playground improvement options at the Winslow/Como lake site.  Companies are putting together options, and our Facilities team is looking at other temporary, but transportable, and permanent solutions pending approval from our insurer. 
    • School staff have completed the reporting work for the insurance adjustor regarding lost supplies and equipment resulting from the fire.  The purchasing team has now begun the massive work of procuring the items as approvals come through from our adjuster.  
    • Parent requests to access the Foundation money should go through the PAC , who will relay the information to Mr. Phelan and the staff at Hazel.     Once reviewed and/or vetted, and on behalf the school and community, Mr. Phelan will contact the Foundation chair and make any requests.  So far, $25,000 in Lego, and the cost of the field trip to the ice rink (approx. $1200) have been realized.  We welcome any ideas that people may have, but it would be advisable to balance the β€œnow" need vs the future need.  For example, spending money on items which will be replaced by insurance is not likely wise; however, prioritizing items which are β€œexperiential" in the short term (like field trips, playground equipment etc) may be better short-term approach.   It may also be prudent to reserve some funds for when the new school is built to address emergent needs.

    Hello Hazel Trembath parents/guardians and community members,

    In response to community advocacy on an expedited solution to the Hazel Trembath construction, we are including a summary of community feedback into the business case the District must submit to the Province.  We will gauge community sentiment via a survey, after an online presentation on the evening of Feb 29th.  The online presentation will provide more detail into the three options the Ministry of Education and Childcare wants the District to investigate.  After the presentation, we will ask you to complete a survey designed to capture community preferences.

    As we have mentioned before, the Ministry of Education and Childcare presents recommendations to the Treasury Board, which has the final approval authority for all capital projects of this scope. The feedback you provide is not a vote and has no binding authority on the ultimate outcome. However, we believe that it is very important to include community perspectives in our business case as we work with the Ministry to find an amenable solution.

    On Monday, December 18, the Hazel Trembath community gathered with district administrators and staff to discuss the current status of Hazel Trembath and raise concerns about the short-term, medium-term, and long-term plans for Trembath. 

    Topics raised:

    Buses/Transportation

    The new bus schedule should begin the week of February 5th (but perhaps sooner). There will be one bus schedule. We will look into working with the City of Port Coquitlam with respect to shelter options.

    For now, E.A.'s will continue to ride the bus, but there is no requirement for this.

    Daycare/StrongStart

    Before and after school care will remain at Citadel Middle for the foreseeable future. It is likely that plans for a replacement Hazel Trembath would include dedicated space for daycare(s), depending on Ministry approval.

    We are piloting models of successful programming of before/after care across the District and as such should have valuable information to draw upon if the district is permitted to move forward to the design stage for a new school. We will continue to help in finding a solution to the lack of infant/toddler daycare solutions.

    School Programming

    A number of questions and concerns were related to current school programming: 

    • Increased instructional time should improve access to music, library, steam lab etc.
    • The school will communicate plans regarding schedule and lunch breaks.
    • IEP's updates/meetings will occur imminently.                                  
    • School continuing to explore options for outings, cultural enrichment, in and out of the community.
    • Please reach out to the school for any academic/emotional support.

    Playground

    We are looking at all options related to improving the playground situation at Como Lake Middle for Hazel Trembath students. Possible considerations have included moving structures from elsewhere, and utilizing temporary but stable structures that can be relocated once a permanent solution is approved by the Ministry. This context is surprisingly complex due to safety requirements and associated costs and timelines that go with them.

    Grade 5 Transition

    • Transition planning will begin as usual (in the next few weeks)
    • This is a typical process which should not depart too much from previous years.

    Building Options 

    At this time, (and subject to change pending information from the Ministry of Education and Childcare) possible permanent solutions include a new school built onsite using traditional construction methods, a new school built onsite using a combination of modular and traditional construction to potentially speed up the process, or  classroom additions added to nearby school sites to accommodate Trembath students.

    A temporary option to house Trembath students on or offsite in the community is not feasible for logistical reasons, limited availability of resources, and a lack of the necessary approvals.

    We hope to come to the community with more detail and to solicit input regarding potential options in the near future as more information from the Ministry is provided.

    Advocacy/Timeline

    There is an absolute willingness by all parties to address the needs of the Hazel Trembath school community in finding a them a permanent home as  quickly as possible.

    A more detailed timeline for completion will evolve and will be dependent upon the options selected/awarded by the Ministry of Education and Child Care. We hope to submit a very detailed business case to the Ministry by the late Spring, and ideally come to the community with information about the same time.

    There is a significant amount of planning and work required to prepare a submission for the Ministry. The community may want to highlight the importance of this project to the government, but the bulk of the time that is needed is directly related to the necessary reports the Ministry requires. Advocacy itself may not affect timelines.

    Parent advocacy should be directed to the local MLA and the Province. The City of Port Coquitlam has already indicated that their own internal processes will be expedited for this project.

    Design Input

    The design process should a new building be announced by the Ministry of Education and Child Care, typically involves many partners including students and the community. As we are a district that has one of the largest capital programs in the province, we have a well-established comprehensive design team that includes expertise from all areas of education and building science.

    Part of the planning and design process includes working with police to determine appropriate safety measures and considerations to reduce vandalism and delinquent behaviour on school grounds.

    Insurance/Funds

    At this time, we are working to account for, reconcile, and replace items lost in the fire. This is a massive endeavor. PAC items are covered by insurance. The Ministry typically funds all new builds.​
