Our Mission
The goal of English as a Second Language Education is to assist students to become proficient in English, to develop intellectually and as citizens, and to enable them to achieve the expected learning
outcomes of the provincial curricula. Such support should be provided in a school environment, which values diversity, bridges cultures and works to eliminate racism.
Goals
- To establish district procedures of identification, assessment and service delivery for ESL students
based on Ministry guidelines.
- To promote best practice models for teaching ESL students:
- Pro D opportunities
- District in-service meetings
- School based collaborative planning
- To promote successful articulation across the district.
English As A Second Language
English as a Second Language Services provide additional support to teachers of students whose English is sufficiently different from Standard English, preventing the ESL student from reaching his or her potential.
The District ESL Team works collaboratively with the ESL teacher and school to successfully integrate K-12 ESL students in school-based programs. Assistance is available in the areas of:
- Language proficiency assessment
- Models for delivery of ESL service
- Modifications and adaptations of content courses
- Settlement issues
- Presentation at the school and district level
- Work in partnership with S.U.C.C.E.S.S.T
The ESL programs focus on the development of oral, reading and writing skills. Their main purpose is to integrate language learning within subject area content so that ESL students can work effectively in their respective classrooms.
The services provided for ESL students in their schools may be:
- Pull-out groups of students who receive ESL instruction in an ESL learning center
- In-class instruction and assistance
- Preparatory classes in secondary
- A reception class where new ESL students spend two or more periods daily to receive intensive English instruction
In-service meetings for ESL teachers include:
- In-service on “best practice” strategies
- Use of required district and Ministry forms and procedures
- Recommending resources
- Sharing information from ESL Metro and PSA meetings
- Working collaboratively with colleagues
Psychological Services for the English Second Language Students

Introduction
- Psychological services for ESL students is a specialized service for newcomer students
- It aims to provide diagnostic psychological assessment and pre-referral consultation for ESL students who are struggling with academic and/or social-emotional adjustment issues
Service Approach Interdisciplinary & Collaborative
- Teacher observation and parent information are the starting point of consultation process and baseline of diagnostic assessment
- The ESL Team provides cultural contexts for comprehensive analysis of student needs
- SUCCESS/community resources provide home school linkage
Who can access the service?
- Students who are designated as ESL under the BC Ministry of Education guideline
